Information
Since the Chinese government has always attached great importance to resource and environmental issues, it has established resource conservation and environmental protection as the basic national policy. This is determined by the fact that our country has a large population and the per capita arable land, fresh water and forest resources are far below the world average.
First, the policy orientation of wood saving and efficient use
With the sustained and rapid development of my country's economy and society, the contradiction between wood supply and demand has become increasingly prominent. In order to meet domestic timber demand and maintain ecological safety, the Chinese government has adopted the policy of "increasing revenue" and "throttling" simultaneously. "Open source" means vigorously carry out tree planting activities and encourage the import of wood and its products; "thrift" means saving and efficient use of wood.
Formulate policies and regulations to promote wood saving and efficient use. As early as 1951, my country issued the "Instructions of the Central People's Government Administration Council on Saving Wood". The Wood Conservation Office of the State Economic Commission was established in the 1980s, which is now the Wood Conservation Development Center, which is mainly responsible for wood conservation (including comprehensive wood utilization, wood protection, waste wood recycling and wood substitution, etc.) policy, standard formulation, and new technology , New product development and demonstration projects, publicity and training, etc. In the "Forest Law" promulgated and implemented in 1984, it is clearly stipulated that "the country promotes the comprehensive utilization and economical use of wood, and encourages the development and utilization of wood substitutes." In recent years, the Chinese government has successively issued policies to encourage wood saving and efficient use. Policies and regulations. Mainly include: 1. "Notice of the General Office of the State Council on Forwarding the Opinions of the Development and Reform Commission and Other Departments on Accelerating the Promotion of Timber Saving and Substitution" (Guobanfa [2005] No. 58). Among them, it is clearly required to focus on four aspects: (1) Develop efficient wood processing industry and improve the efficiency of wood resource utilization. (2) Promote wood protection technology to extend the life of wood products. (3) Establish a recycling mechanism for waste wood to realize the recycling of wood resources. (4) Develop timber substitutes and optimize timber consumption structure. 2. The "Recycling Economy Promotion Law of the People's Republic of China" (implemented on January 1, 2009), which clearly encourages and supports the research, development and promotion of circular economy science and technology, and encourages the promotion of circular economy publicity, education, and popularization of scientific knowledge And international cooperation. The state encourages and guides citizens to use energy-saving, water-saving, material-saving and environmentally friendly products and recycled products to reduce waste generation and emissions. People’s governments at or above the county level and their forestry authorities shall actively develop ecological forestry, encourage and support forestry producers and related enterprises to adopt wood saving and substitute technologies, and develop comprehensive utilization of forestry waste, sub-small fuelwood, sand shrubs, etc. Comprehensive utilization of wood. 3. "Opinions of the General Office of the State Council on Accelerating the Comprehensive Utilization of Crop Straws" (Guobanfa [2008] No. 105), which clearly states that it is necessary to actively develop the processing industry using straws as raw materials. Encourage the use of cleaner production techniques to produce non-wood pulp using straw as raw material. Guide the development of the production of artificial boards, packaging materials, tableware and other products using straw as raw materials to reduce the use of wood.
Increase capital investment, encourage wood saving and efficient use of scientific research development and project demonstration. The Chinese government not only invests a large amount of funds to support forestry every year, but also provides financial support for policy research and demonstration projects for wood saving and efficient use. Among them, from 1980 to 1997, my country invested nearly 430 million yuan in the special loan project for timber conservation technological transformation. From 1979 to 2007, China's investment in key forestry projects alone reached 210.5 billion yuan. In 2008, the Chinese government issued the "Key Points of Forestry Industry Policy". Clearly implement active support policies and vigorously promote the development of the forestry industry. The income of enterprises engaged in agricultural and forestry projects is exempted, and corporate income tax is reduced. In recent years, the central government has specially arranged more than 100 million yuan for comprehensive wood utilization projects. Since 2006, the central government has also allocated a special fund of 30 million yuan to support the demonstration project of the "China Timber Conservation Substitution Development Strategy Research and Timber Protection Project" organized and implemented by the Timber Conservation Development Center.
Second, my country's standard specifications for wood saving and efficient use
The Chinese government has always attached great importance to standardization work. It has set up a functional organization, the National Standardization Management Committee, and provided financial support for standard formulation. In recent years, with the strong support of the National Standards Management Committee and the Ministry of Commerce, the construction of a standard system for wood saving and efficient use in my country has been rapidly developed and has achieved significant results. The Timber Conservation Development Center was commissioned by the Ministry of Commerce to participate in the national "Resource Conservation and Comprehensive Utilization Standard Development Plan 2005-2007" and "Resource Conservation and Comprehensive Utilization Standard Development Plan 2008-2010" research and drafting work, and took the lead in establishing The sub-system of timber saving substitute standard and the framework of China's commercial timber protection standard system. In the above plan, a total of 155 material saving standards are included. Currently, the Timber Conservation Development Center has organized and completed the drafting of more than 30 national or industry standards for timber protection, and some standards have been issued and implemented. It can be said that my country's timber protection standard system has been initially formed. At the same time, the Chinese government has invested in the construction of a timber protection quality supervision and inspection center and a national timber protection technology development and training base.
Third, my country's wood saving and efficient use of achievements
For more than 50 years, thanks to the active guidance of the Chinese government, wood saving and efficient use have been continuously strengthened and the results have been remarkable. According to incomplete statistics, from 1980 to 2008, the country’s cumulative savings of substitute timber exceeded 550 million cubic meters, which could reduce carbon dioxide emissions by 1.65 billion tons. Calculated on the basis of 84 cubic meters of forest accumulation per hectare in China, this is equivalent to reducing the deforestation of nearly 10 million hectares of forest. At present, the comprehensive utilization rate of wood in my country has increased from less than 40% in the early days of the founding of New China to 63% now. The annual wood consumption in my country is about 380 million cubic meters, while the per capita wood consumption is only 0.28 cubic meters, which is not as high as the world per capita level. 50%. It can be said that China has not only effectively alleviated the contradiction between China's timber supply and demand, but also made a significant contribution to the protection of the world's forest resources because of its policy of saving and efficient use of wood.
Although my country has achieved significant results in promoting wood saving and efficient use, there is still a big gap compared with developed countries. For example, my country's current wood comprehensive utilization rate and wood preservation ratio are about 63% and 3% respectively, while developed countries have reached 80% and 15%. In order to promote wood saving and efficient use, the Chinese government is organizing the implementation of the "four major projects" of wood processing machinery CNC engineering, wood protection engineering, waste wood recycling industrialization engineering, and environmentally friendly wood replacement engineering. I believe that in the near future, China’s The level of wood saving and efficient utilization will be greatly improved.
